Luc Gagnon

Director, Urban Planning and Mobility, Ville de Montréal

A graduate in urban planning from the Université de Montréal, Luc Gagnon has been active for 33 years in Montréal’s municipal sector. With a background in both corporate services and the boroughs, he has acquired solid experience in municipal management and has met the challenges of complex and changing environments.  


In 2006, he set up and led the city’s Urban Planning and Design unit before joining the Sud-Ouest Borough in 2013. He was first in charge of urban planning and heritage until his appointment as borough director. He has headed the Urban Planning and Mobility department since 2016.


As a practising urban planner in Montréal since 1987, he is familiar with the challenges of developing areas to be built, protected or transformed. He has participated in numerous missions abroad, giving lectures and training in Europe, Africa, South America and the Middle East.
